What Is BIS Compulsory Certification?

Bureau of Indian Standards (BIS) certification is generally voluntary. However, the Government of India makes it mandatory for specified products through Quality Control Orders (QCOs). Covered products must comply with the applicable Indian Standards and prescribed certification requirements.

BIS Compulsory Certification Schemes

Scheme I – ISI Mark Certification Covers notified products such as cement, electrical appliances, wires, cables and other specified goods. The official list includes product descriptions, Indian Standard numbers and QCO notifications.

Scheme II – Compulsory Registration Covers notified electronics and IT products, including mobile phones, power adaptors, specified LED lighting products and batteries.

Scheme IV – Certificate of Conformity Covers specified requirements for transformer stampings, laminations and cores, and bicycle retro-reflective devices.

Scheme X – Certification The official page lists specified low-voltage switchgear and controlgear, with requirements linked to product type, rating and implementation notices.

What Should Importers Check?

Before shipment, verify the exact product description, applicable Indian Standard, relevant QCO, implementation date and subsequent amendments. Check any applicable exemptions and whether the manufacturer holds the required BIS licence, registration or Certificate of Conformity.

BIS also publishes upcoming QCOs separately. Some products retained on its pages are marked as de-notified, so inclusion on a webpage alone does not confirm that certification is currently compulsory.
